Reporting process in case of CBR

Report to

  • Seoul Emergency Operation Center(Joint mobility unit against biochemical terrorism)
  • Without area code ☎ 119, Seoul Metropolitan Police Agency ☎ 112

How to report

  • When : Exact occurrence time (hour, minute)
  • Where : In detail (ex) Seoul station exit no.3 in front of Hwarim
  • Who : Feature and clothes of the suspect (ex) Around 40years old, jean and grey shirt
  • What : Shape of the object (ex)Shopping bag with something inside
  • How : How did the suspect act (ex) Just left it there and smokes are coming out
  • Why : Damage or symptoms has occurred

What is CBR warfare

Chemical warfare

Warfare using chemical agents in gas or liquid to kill people and animals or to sabotage using area, facilities and supplies

Biological warfare

Warfare using virus and bacteria to cause diseases to human and animals

Radiological warfare

Warfare using nuclear weapons or radioactive materials for massacre, mass destruction

Chemical weapons(Terror) attack signs

Enemy flight spraying fog or smoke

Occur of mysterious fog and smoke

Chemical Weapon Type Symptoms and First Aid

Nerve agent

Cramp, difficulty in breathing, contraction of pupil, urination, vomit

Blister agent

Stimulation in eyes and nose, red spots on skin, form of blister

Blood agent

Difficulty in breathing, pressure on chest

Choking agent

Headache, vomit, pressure on chest

First Aid

  • Nerve agent: Inject atropine and oxime every 10 minutes, 3 times. sent to hospital urgently
  • Blister agent: Detox with KM258A1, warm soap water, wash eyes with clean water and rest
  • Blood·Choking agent: Keep warm, breath fresh air and drink wark water, CPR and send to hospital

Protection in Chemical Weapons (Terror) attack

Protect respirators with gas mask, wet towel and vinyl

Alarm neighbor "Gas"

Escape from enclosed area such as subway, department store with respirator protected with handkerchief

At outside, quickly evacuate to the left or right as the wind blows, evacuate to building higher than 7 stories

Do not eat, drink or touched anything that is contaminated

Terrorism available pathogens

    Anthrax : Bacteria

    • Symptoms : Latent period 1~5, fever, cough, chest pain, sweating
    • Treatment : Penicillin, ciprofloxacin, doxycycline etc
    • Prevention : Vaccination against anthrax 6times during 8months. Boil food for 30 minutes before eating
    • *  White-powdered anthrax is expensive, so large amounts are not anthrax

    Small pox : Virus

    • Symptoms : Latent period 7~15, fatigue, fever, vomit, headache, blister, pustule
    • Treatment : No effective method
    • Prevention : Vaccination, immunoglobulin injection, beware of secondary infection

    Plague : Bacteria

    • Symptoms : 2~3days of latent period, high fever, chill, headache, hemoptysis, difficulty in breathing, blood poisoning
    • Treatment : Early antibiotic injection, streptomycin, doxycycline, Chloromycetin etc
    • Prevention : Vaccination, extermination if rats, squirrels and fleas, isolate patients

    Protection in Nuclear Weapons attack

    Under attack

    • Evacuate to nearby shelter or cover
    • Do not move more than 2-3 steps looking for shelter
    • Lie down toward the opposite side from explosion and cover eyes, nose and years
    • Avoid skin exposure and prevent damage from the blast

    After attack

    • Avoid from breathing or touching the fallout
    • Remove radioactivity and fallout.(Human decontamination, change clothes, decontaminate local facilities.)
    • Protect food and water. Beware eating or drinking

    Action tips in CBR situations

    Alert, air-raid alarm

    • Spread alarm to neighbors and evacuate the elderly and weak
    • Carry gas mask, protective equipments and prepare for evacuation
    • Close windows after evacuation
    • Follow the government instruction by radio

    CBR alarm

    • Put on gas mask and protections
    • Avoid skin exposure, protect respiratory
    • Move to safe area on the left or right side from wind direction
    • Give first aid to contaminated patients and get ready for human decontamination
    • Do not go outside. Do not get close to contaminated area.

    Protection from toxic gas

    Type of gases

    • Gases being circulated : Chlorine, ammonia
    • Gases used in special areas : Phosgene, sulfurous acid gas
    • *  When found alarm nighbors and call the police immediately
    • *  Move to left or right side from wind direction for evacuation
    • *  Seal the building or room to prevent air coming in, or evacuate to place higher than 7th floor

    How to wear gas masks

    • Connect the canister to the gas mask
    • Stop breathing before wearing
    • Put on the hood(wear mask)
    • Adhere facial part to nose and mouth
    • Tighten the string
    • Blow out contaminated air in the mask breathing out
